PROGRAM OBJECTIVES:
The objectives of the Human Resources Unit are to conduct all human resources activities for the WHO Nigeria Budget Center in an efficient and timely manner, including job classification, recruitment, contract management, policy formulation and personnel development and to provide advice on human resources to senior management at WCO Nigeria.
JOB DESCRIPTION:
Working closely with the HR officers in the WHO Country Office Nigeria, the incumbent will perform the following duties; –
Provide support for ongoing maintenance of HR data records, management and reporting; Get data from different sources like GSM, Stellis, ePMDS, HR trackers. Assist in the presentation, analysis and interpretation of data. Tracks and obtains missing or incomplete data/reports and provides feedback to the relevant levels; Produce routine statistical reports for regular HR reporting and special statistical reports for data summaries to help management make decisions, including monthly HR report to be submitted to Operations Officer and WR Staffing report; Assist in data collection, design and conduct of surveys as needed; Act as a point of contact for human resources KPIs; Oversee the gender balance and geographical distribution of WCO Nigeria’s workforce, including UNVs, SSAs, etc.; Identify data quality issues and communicate issues with relevant employees and supervisors; Update personnel list records regularly to ensure information accuracy. Digitize all HR records, including recruiting. Ensure staff performance evaluation reports are prepared and medical approvals are received in a timely manner. Ensure proper mapping of grants (awards) and systematically ensure timely and accurate issuance of grants (awards) intended for salaries. Facilitate the payment of bills from staff and non-staff members for statutory medical examinations Performs any other duties that may be required QUALIFICATIONS REQUIRED: Education; Essential: Completion of high school with education/degree in information management, accounting or commerce, computer science or statistics Desirable: Studies or experience-based knowledge gathering, analysis and presentation of information Experience; Essential: Minimum of 8 years relevant experience in data analysis and information systems management. At least 3 years of relevant experience with personnel information management Desirable: knowledge/experience of UN systems is an asset Skills; Demonstrable knowledge of HR information and data management supplemented with knowledge of basic statistics. Skills in statistical data collection, analysis, monitoring and reporting. Insight into database management, functionality and structure. The ability to work effectively in an intercultural and multidisciplinary environment, while implementing best practices. Excellent negotiation and interpersonal skills. Ability to act with tact, discretion and diplomacy. Knowledge of online data collection applications would be an asset. WHO offers employees in the General Services category an attractive compensation package, which for the above position includes an annual net base salary from NGN 10,942,425 (subject to mandatory deductions for pension contributions and health insurance, where applicable) and 30 vacation days.
