The Kenya Film Commission has established a film empowerment program in line with its mandate and function to promote the development of local content. This year, the Commission collaborated with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), a German development agency providing tailor-made, cost-efficient and effective services for sustainable development, to implement the third cycle of Film Empowerment Program to enhance film and video related funding in the broad categories of;
Development finance (of feature films, documentaries and TV concepts); Production finance (of feature films and documentaries) Marketing and distribution Financing. Emerging filmmakers Financing
Individuals, companies and organizations are required to submit funding applications to the Commission for each of the three funding categories listed above. Specific conditions will apply for each funding category and it is important that applicants read these conditions carefully before submitting an application.
Only one application per organization, person or company will be considered in each funding category. In addition to financial support, support mechanisms may be made available once funding is approved. The allocation of funding to selected projects depends on the specific cash flow needs of the project.

Kenyan production companies or individuals with potential or with relevant experience and a credible track record in producing content
How are candidates selected?
For each cycle of the film empowerment program, an evaluation committee is appointed by the Chief Executive Officer to analyze and evaluate applications and make the final decision on projects eligible for funding under the guidelines. The committee is composed according to the relevant government guidelines.
Development finance
The Commission will regard development as any work undertaken to put an idea or concept into writing with the intent of creating a script, including research into a documentary, short film or feature film, whether fictional or real. The Commission may also provide financial support for the development of television concepts that can be formatted, sold worldwide and licensed for remake rights or for syndication.

Completed application form A covering letter of motivation Treatment title and proof of copyright in case the work is not the original idea of the applicant and commitment letters from public figures in documentaries Curriculum Vitae of the Writer Curriculum Vitae of the Producer Development budget that includes the following line items: Script Editors; Research; copies; Producer compensation (if applicable) – this cannot exceed 10% of the total budget; Overheads that should not exceed 55% of the total budget excluding the producer fee Development schedule Production plan Narrative treatment of writers Target audience/distribution plan Production company track record, if applicable Company registration document to prove ownership of the company, if applicable Proof of Kenyan identity Tax certificate of Company

Production financing

Marketing and Distribution Financing
The purpose of the grant is to provide financial support to filmmakers and distributors to effectively promote their product at film markets and festivals. Innovative marketing and distribution strategies will be supported.

Fund for Emerging Filmmakers
The Commission has established the Emerging Filmmakers Fund to empower the next generation of digital storytellers, promote diverse communities and cultures and support independent voices from all corners of Kenya
Who can apply?
– Filmmakers based in Kenya who have worked in at least one film project
– Independent filmmakers who do not have a film company
– Applicant and main creative team must be between 18-35 years old
– Projects supported include short films, documentaries and new media projects
– For this category, the Commission will finance up to a maximum of Ksh 500,000.00 for each project in the development or production of the project
What are the requirements?
A letter of motivation A short summary of no more than one page A fully itemized production/development budget next to the top sheet that is part of this application. The budget should not exceed Ksh 500,000.00 A treatment or project outline (narrative projects submit director’s consideration and documentaries submit detailed review) A full script for film projects A comprehensive production schedule A comprehensive distribution and marketing plan with letters of intent and commitments. A detailed financial plan with letters of intent or commitments from other funders, if applicable. A summary of the work experience and/or qualifications of the main creative team.
