Strengthening international engagement and the debate on cyber diplomacy is one of the key elements contributing to the global implementation of the UN Framework for Responsible Authority Habits. However, with a rapidly growing number of global items on the cyber diplomacy agenda, it is very important to ensure that all stakeholders have access to the related information and background to those processes, in addition to the opportunity to meaningfully participate in these conversations. To help that goal, EU Cyber Diplomacy Initiative – EU Cyber Direct launches the EU:CD Fellowship for junior and medior specialists from complicit international locations operating from September 2022 to October 2024.
Objectives of the EU:CD Fellowship
The primary purpose of the EU:CD Fellowship is to help complicit international locations and non-governmental stakeholders engage in global cyber diplomacy debates by addressing the case of skills and information on the specificity of person. The Fellowship pays specific attention to information exchange between the Fellows to build relationships and strengthen North-South and South-South cooperation. Among the points that the Fellowship will cover are:
- the UN Framework for Responsible State Behavior;
- regional and multilateral approaches to prevent cybercrime;
- Global frameworks for strengthening cyber resilience;
- Global digital collaboration, along with standardization and information management;
- Global governance of emerging disruptive applied sciences.
By the end of the EU:CD program, it is expected that the Fellows will be able to:
- Identify and discuss key coverage dilemmas on various cyber, digital and technical points;
- Set up and talk to stakeholders on national, regional and global ranges;
- Shaping home insurance policies within the domains included in this system;
- Contribute to strengthening national and/or regional visions on cyber and digital issues, along with official submissions to global organizations, written opinion pieces or shows at workshops;
- Transfer the information obtained to different members of the rural ecosystem or a stakeholder group.
Suitability
To be eligible for the Fellowship, the candidates must meet the following standards:
- Be a rural or a rustic from one of many areas: non-EU members of the Jap European Group (EEC), Africa Group, Latin America and the Caribbean Group (GRULAC), Asia Pacific Group (APG);
- Clear relevance of cyber and/or digital developments at a national, regional or global level to current work or employment topic;
- Confirmed work information from English.
- Elected candidates are expected to make preparations with their venue to ensure their participation in varied conferences. Please note: it is not mandatory to attend all conferences.
Building the EU: CD Fellowship Programme
The EU:CD Fellowship Program will consist of 4 main pillars:
- Construct dataFellows will likely be invited to participate in targeted online periods related to the key themes of this system. In particular, Fellows may have a new alternative to work with senior officials from the EU and Member States.
- Skills EnchantmentFellows may have the opportunity to enhance their reporting evaluation, negotiation, public speaking and writing competences through a collection of workshops and lectures delivered by key specialists and educators within the subject.
- Widening Illustration: Elected Fellows will be assisted in organizing and participating in an OEWG session (New York), an AHC Cybercrime session (Vienna) and another major global cyber-related event in Europe. Please note that in the case of presidential officials, attending some of these conferences may also be subject to accreditation by a respective state government and require employer approval.
- Mentorship: Every fellow can have the opportunity to learn from mentorship by a senior government official or knowledgeable about the EU Cyber Diplomacy Initiative.
Choice standards
- People who are excited to take advantage of the Fellowship should have a application form no later than July 31, 2022I
- The EU Cyber Diplomacy Initiative the staff will elect as many as eight Fellows each year, with the primary 2022/23 cohort expected to start in September 2022.
- Elected persons will probably be aware of the consequences at the end of August 2022.
- The elective course takes into account the need to ensure reach when it comes to regional image, age, gender, race {and professional} background.
